Chairman of the Board Vitali Rabinciuc (Moldova)

                                                                                                                                                                                                                                                            

Рабинчук  Since 2003, Vitaly has been involved in activism, human rights work and community development for people who use   drugs in Moldova. Vitaly is one of the leaders of the national association. He has progressed from volunteer (2003),   outreach worker (2004), project coordinator (since 2007), to head of the community-led organization (2020). From 2014 to   2017, he worked as a regional assistant for the development of community of people who use drugs. He has experience   interacting with international organizations, parliamentarians, government officials, and various decision-making platforms.

   He has been with ENPUD since its foundation in 2010. He has experience working on the ENPUD Board, including as   an   organizational development specialist (2012-2018).From 2020 to the present, Vitaly has been involved in   coordination   work at ENPUD in the context of research and advocacy. He is familiar with the particularities of the policies   of the countries of Central and Eastern Europe. He has expertise in harm reduction, treatment, and drug policy. He is the   author of guidelines such as CLM, co-author of the Guidelines on Drug Policy (INPUD/UNAIDS), reports to UN bodies,   Position Papers, and other documents.

 

 

  

  Deputy Chair of the Board  Natalya Minayeva (Kazakhstan)

  Since 2011, Natalya has been involved in activism, human rights work and community development for people   who  use drugs, live with HIV, and have experience of imprisonment in Kazakhstan. Natalya has come a long way   from  being a member of a mutual aid group to becoming the head of a community-led organization: since 2021, she   has been the head of the Nursenim Public Union, and since 2025, she has been the executive director of the   ResSocium public foundation.

She has been with ENPUD since 2012. Since 2021, she has been a member of the ENPUD Board. She represents   the community of people with experience of imprisonment in the National Coordinating Committee on HIV, TB, and   Malaria. She has expertise in harm reduction, prison health care, stigma reduction, and promoting access to services for vulnerable groups. Natalya participated in the development of international and national recommendations to improve access to medical, social, and legal assistance, as well as in the preparation of analytical reviews for UN organizations and other global partners.


 

 Pulod Dzhamolov  (Tajikistan)

 

    Пулод fotor bg remover 2025112314451 Since 2003, Pulod has been working in the field of harm reduction and support for people who use drugs and live   with HIV. He is the head of the country's first community organization, SPIN Plus. Pulod participates in the   development of community-based services, the creation of Drop-in Centers, and reintegration programs for people   after imprisonment.

    He has experience working with authorities and decision-makers. He actively participates in the development of   national policies. He represents the community in the National Coordinating Committee on HIV, TB, and Malaria. He is   actively working to expand access to OST, develop the state order for NGO services, and improve conditions in the   penitentiary system. This includes serving as a leader and expert in national research, legal environment   assessments,  stigma research, and promoting funding for harm reduction programs. 

 

 

 

 

Zaza Karchkhadze (Georgia)

 

заза fotor bg remover 20251123152031   Zaza is an expert with over 15 years of experience in harm reduction, substitution therapy and advocacy for access to treatment in EECA countries. He worked as a project coordinator at the NGOs New Way and Rubicon, participating in national and regional initiatives on service development, program monitoring, and legislative expertise. He leads the community-led organization Rubicon in Georgia. He has expertise in evaluating public procurement, pharmaceutical oversight, monitoring harm reduction programs, and reviewing legislation. Zaza provides technical support to initiatives promoting access to self-administered substitution medications and documenting the consequences of restrictive practices. He has experience working with pharmaceutical companies, the Global Fund, WHO and regional networks.

 

 

                     

                                                  Andrey Yarovoy (Ukraine)

 

        111_1_1.png   SinSince 2007, Andrii has been engaged in activism and the development of the community of people who use drugs in Ukraine. He started as a social worker in harm reduction and opioid substitution therapy (OST) programs, and over time became an advocacy expert and national coordinator. He has been an OST patient since 2009.

       He participated in the establishment of the All-Ukrainian NGO "Association of OST Patients of Ukraine" and serves as a Board member. He represented the patient community in national coordinating councils on HIV and TB and initiated advocacy changes in the field of opioid agonist therapy (OAT).

    Since the establishment of the Eurasian Network of People Who Use Drugs (ENPUD), he has been actively involved in the Network's development and was elected to its Steering Committee. He has experience collaborating with international organizations, monitoring programs, and developing services in the fields of harm reduction and drug policy.
